If you are willing to reconsider the requirement to have the application running on a device, you can use RAPI in a desktop application to transfer data between an attached device and a server, and to start up whenever a device is plugged into the craddle.
The big advantages to this approach are that you don't need to install anything on a device, and it will work with any version of Windows Embedded or Windows Mobile that works with ActiveSync or Windows Mobile Device Center. The CeRapiInit function blocks does not return until a connection is made.
If you create a loop in your program and call CeRapiInit in the loop, your program will wait for a return until a device is connected, will run through the loop, and will then return to wait again.
This uses very little CPU time on the desktop while waiting. The CeRapiInitEx function does not block, but does return an error code that will let you determine whether a device is connected.
Your application can run a loop that "polls" the connection by calling CeRapiInitEx and checking the error code. This can chew up CPU time on the desktop. If you add a special value to the registry on the desktop, Windows will start your application whenever a device is attached. Note that the name of the value has no functional significance so you can choose anything that works for you; the article makes some good suggestions.
